That being said, the best wind speed for sailing is one that allows you to sail the boat safely and within your comfort zone, which is generally between 5-12 knots. Keep in mind that sailing at a wind speed that pushes the boat above its normal hull speed is ultimately dangerous.

What causes choppy water?

It is easiest to think of wind at the coast as either onshore – blowing in roughly the same direction as the waves are breaking – or offshore – going in the opposite direction. An onshore wind causes waves to break earlier, in deeper water and is more likely to create a type of wave called a spilling breaker.
Winds of 20-25 knots from the north or west may result in tolerable conditions near shore but not offshore; from the south or east, such winds bring violent 4-6 foot seas. Winds greater than that from any direction will probably result in very bad or even dangerous conditions.

A 20mph wind is enough to make small trees sway and is very obvious on a bike. It's seldom hazardous per se, but if it makes you feel unsafe then leave the bike at home. Do fish go deeper when windy?
There's a good chance the wind will have pushed the baitfish (and bass) up shallower. This also applies to suspended fish; the windier it is, the shallower they'll go.
There is an old proverb that states, "Wind from the West, fish bite the best. Wind from the East, fish bite the least. Wind from the North, do not go forth. Wind from the South blows bait in their mouth." The saying is mostly true.

Attempting to walk in 60-70mph winds is dangerous, and there is a high risk of being blown over and suffering injury. Stay away from difficult underfoot conditions or exposed edges and get off the hill as soon as possible. You're having a laugh!
25-30 mph: When wind speeds reach 25 mph, large branches on tress will move, and utility wires will sway. Aging trees are a particular risk, as weak branches may fall onto rooftops, lawns, parking lots or streets. Walking begins to become difficult, and umbrella use at this speed becomes challenging.
Wind blowing parallel to a shoreline causes bait and food to wash down current. Not just any windy shoreline attracts fish, though. Look for banks with lots of man-made habitat, such as docks and piers. These areas form ambush points for the fish as they hide out until the food sweeps by.

What wind speed knocks you over?

The Biggest Wave of the Set
The explanation is simple. The waves in the back move forward, grow in size, and then diminish as they reach the front. As a result, surfers tend to notice that the fifth or seventh is the biggest and call it the set wave.
Reduce your speed: The last thing you want to do while you're trying to navigate choppy water is attempt to speed through it. Slow down your boat if water starts to get choppy so you can maneuver your vessel safely and effectively.

Even in winds of up to 20 knots, some boats ( depending on their size) can still go out. There will just be a lot of swell and rough docking, making the trip uncomfortable. And importantly a short swell period – of only 7-8 seconds.
Most bass fisherman like having some wind and I've had good luck on windy days when I've found nice protected areas to fish. Fish tend to be more aggressive when the water is rippled. Crank baits and swim baits are good choices on windy days but I've also had luck with spinner baits, worms, and flukes.
